The Balochistan Blood Transfusion Authority (BBTA) is the provincial regulatory body responsible for ensuring the safety, quality, and proper functioning of blood transfusion services across Balochistan. Established under the Balochistan Safe Blood Transfusion Act, 2004, the Authority works to protect public health by regulating blood banks, promoting safe transfusion practices, and strengthening the province-wide blood safety system.

For many years, blood transfusion services in Balochistan faced serious challenges: long distances, lack of trained workforce, limited resources, poor infrastructure, and unregulated private facilities. Recognizing these issues, the Government of Balochistan approved landmark blood safety legislation in 2004 and later framed detailed rules in 2005. These provided the legal and operational foundation for building a safe, organized blood transfusion system in the province.

Although the Authority was initially notified in 2004, its functional activation took place under the present government with technical support from national and international partners, including WHO, KfW-EPOS, and the Islamabad Blood Transfusion Authority. Since 2017, BBTA has taken major steps toward reforming the sector, starting with the first-ever mapping and inspection of blood banks across the province.

During the initial mapping in Quetta alone, 72 blood banks were identified—many operating with limited equipment and performing substandard screening. BBTA’s inspections highlighted the urgent need for regulation, quality control, and standardized procedures in both public and private sectors. These findings guided the ongoing reform process and emphasized the importance of a strong, centralized authority to safeguard patient rights and public health.

Today, BBTA continues to work toward:

  • Ensuring that all blood banks meet minimum quality and safety standards

  • Licensing and regulating private and public sector transfusion facilities

  • Conducting routine inspections and corrective actions

  • Promoting voluntary, non-remunerated blood donation

  • Improving access to safe and quality-assured blood and blood components

  • Strengthening the newly developed Regional Blood Centres (RBCs) across the province

Through sustained regulatory oversight, capacity building, and system modernization, BBTA aims to build a safer, more reliable, and ethically responsible blood transfusion system for the people of Balochistan.

Our mission is clear: to protect lives by ensuring that every transfusion is safe, ethical, and medically justified.
